Russian officials, police, and military, seeing signs of rebellion, grew increasingly suspicious of Jewish links to subversion, particularly when the Bund emerged as the largest socialist party in the Russian Empire. Unsubstantiated fears were widespread that the Jews were preparing antiRussian pogroms, thus legitimizing anti-Jewish violence by loyal Russians.

But Dekel- Chen shows that it was pure pragmatism that proved to be the decisive factor in the thaw, and even warming, in relations between the Jewish settlers and local farmers. The former needed their neighbors’ help, while the aid provided to the Jewish colonies by Western philanthropies was designed to benefit not only the Jews themselves but also local Tatars, Russians, and Germans. A crucial aspect of this was the technical expertise provided by Western agronomists. While violent attacks against the Jewish colonies were not unknown in this period, they can be ascribed to “rural hooliganism” or to acts of protest against Moscow, rather than to classic antisemitism.

As in the Lithuanian case, historians must ponder the question of how this relatively peaceful period was followed by large-scale Belorussian collaboration with Nazi mass murder of Jews after 1941. Another arena notable for its lack of anti-Jewish violence is that of the agricultural colonies in interwar Soviet Crimea and southern Ukraine, explored by Jonathan Dekel- Chen. This chapter not only presents the historical context for that relative interethnic harmony that we find here, but also attempts to extrapolate in order to reach some tentative conclusions on the preconditions for intergroup violence in the Soviet Union.
